Lagos Innovates

Lagos Innovates is the Lagos State Employment Trust Fund's flagship initiative for technology and innovation-driven startups. Designed to support Lagos' highest-potential founders and ventures from the earliest idea stage through to scale, the programme provides structured access to four critical enablers: high-quality workspaces and infrastructure, learning and capacity building, early-stage startup  incubation and ecosystem exposure and peer networks. Operating through open, merit-based application processes, Lagos Innovates is committed to cementing Lagos' position as Africa's leading destination for high-growth startups.

Active Programme Listings 

The parent site should list all four active Lagos Innovates programmes with a clear, accurate description of each. The following are our current programmes: 

Idea Hub Programme 

  • A 12-week incubation programme for very early-stage tech-enabled ventures. Participants receive business incubation and coaching from seasoned industry mentors, access to the Lagos Innovates network of government institutions, corporates, startups, and investors.  

Workspace Voucher Programme 

  • Subsidises between 30% and 75% of workspace membership costs for early-stage founders - from ideation to early revenue - at approved Lagos Innovates Partner Hubs, for periods of three to twelve months. Selection is competitive and merit-based, evaluated on founder profile, venture potential, and ecosystem referrals.

Talent Development Programme 

  • Builds a pipeline of skilled young Lagos State residents for the tech ecosystem. The programme equips high-potential individuals - including early-stage founders, developers, and tech startup employees - with tech-focused entrepreneurship content, skills training, and access to tools and programming to increase their competitiveness locally and globally. 

Hub Loan Programme 

  • Provides low-interest, single-digit loans to operators of co-working spaces, incubators, and innovation hubs registered and headquartered in Lagos State. Funding supports infrastructure upgrades (internet, power, equipment), physical expansion, and new service development, with loans structured over a four-year repayment period. 

Eligibility Signposting 

The parent site should communicate core eligibility parameters so that visitors can self-qualify before clicking through to the standalone site. At minimum, the following should be visible: 

  • Idea Hub and Workspace Voucher programmes are open to technology-enabled ventures at an early stage, where the founder is a Lagos State resident. 

  • Hub Loan applicants must operate a co-working space, incubator, or innovation hub registered and headquartered in Lagos State, with at least one tax-compliant Lagos-resident shareholder or director. 

  • Talent Development applicants must be Lagos State residents active in or seeking to enter the tech startup ecosystem. 

  • All startup-facing programmes require technology to be the core of, or a key enabler of, the business. 

Impact Metrics 

The parent site should prominently display 2–3 verified headline impact figures for Lagos Innovates. 

The content management workflow should include a mechanism for Lagos Innovates to review and update these figures at least annually. 

Navigation and Redirect

Lagos Innovates should appear as a named, distinct entry under the Programmes section of the main navigation - not grouped generically with other LSETF initiatives. 

Visual Identity 

The Lagos Innovates logo and approved brand assets should be displayed alongside the programme overview. Lagos Innovates carries a distinct visual identity from the broader LSETF brand, and this distinction should be reflected in how the programme is presented on the parent site
